(SEOUL, South Korea) — Top U.S., South Korean and Japanese officials discussed how to achieve complete denuclearization of the Korean Peninsula during weekend talks ahead of upcoming inter-Korean and U.S.-North Korean summits, Seoul said Monday.

 

(한국, 서울) – 월요일 한국 정부는 한미일 고위급 당국자들이 곧 있을 남-북한 정상회담과 북-미 정상회담을 앞두고 주말 동안에 한반도의 완전한 비핵화를 달성하는 방법을 논의했다고 밝혔다.

 

Seoul officials who visited Pyongyang recently say North Korean leader Kim Jong Un agreed to hold summit talks with South Korean President Moon Jae-in in late April. Seoul says Kim proposed meeting with President Donald Trump, and Trump agreed to him by the end of May.

 

최근에 평양을 방문한 한국 당국자들은 북한 김정은 위원장이 4월 말 한국 문재인 대통령과 정상회담을 개최하는데 합의했다고 전했다. 그리고 한국 정부는 김 위원장이 도널드 트럼프 대통령과의 회담을 제안했도 트럼프 대통령은 5월 말까지 만나겠다고 동의했다고 말했다.

 

The developments have raised hopes for a potential breakthrough in the North Korean nuclear crisis. But many experts say animosities would flare again if the summit meetings fail to produce any progress and leave the nuclear issue with few diplomatic options. North Korea has yet to confirm North Korea-U.S. summit talks.

 

이 같은 진전은 북핵 위기를 돌파할 수 있는 가능성에 대한 희망을 불러일으켰다. 그러나 많은 전문가들은 정상회담이 진전을 이루지 못하면 적대적 반감이 다시 크게 번질 것이며 외교적 선택의 여지가 거의 없는 핵 문제로 남을 것이라고 경고한다. 북한은 아직 북-미 정상회담에 대한 확답을 주지 않고 있다.

 

U.S. National Security Adviser H.R. McMaster met his South Korean and Japanese counterparts Chung Eui-yong and Shotaro Yachi in San Francisco for talks over the weekend on denuclearization and the summit talks, South Korea’s presidential office said in a statement.

 

청와대는 발표를 통해 비핵화와 정상회담에 대한 회담을 위해 주말에 샌프란시스코에서 정의용 그리고 쇼타로 야치와 만났다고 밝혔다.

 

They agreed to maintain close trilateral cooperation in the next several weeks and shared a view that it’s important not to repeat past mistakes, the statement said. It didn’t elaborate but likely refers to criticism that North Korea previously used disarmament negotiations as a way to ease outside pressure and win aid while all along secretly pressing its weapons development.

 

그들은 향후 몇 주간 긴밀한 3자 협력을 유지하는데 합의했으며 과거의 실수를 되풀이 하지 않는 것이 중요하다는 점을 공유했다고 청와대 성명은 밝혔다. 북한이 과거에 무기개발을 비밀리에 추진하면서 외부 세계의 압력을 완화하고 원조를 얻어내는 방법으로 군축협상을 이용했다는 비판에 대해 자세히는 언급하지 않았다.

 

Appearing on CBS’ “Face the Nation” aired Sunday, South Korea’s Foreign Minister Kang Kyung-wha said Kim has “given his word” he’s committed to denuclearization. “He’s given his word. But the significance of his word is, is quite, quite weighty in the sense that this is the first time that the words came directly from the North Korean supreme leader himself, and that has never been done before,” she said.

Kim’s willingness to negotiate over his nuclear program is a step forward, but many experts remain skeptical about how sincere he is about giving up his nuclear program.

Chung, who headed a high-level delegation to Pyongyang and met Kim during his March 5-6 trip, says North Korea told his delegation it won’t need to keep its nuclear weapons if military threats against it are removed and it receives a credible security guarantee. The North has previously said it needs its nuclear program unless the United States pulls out its troops from South Korea and Japan and stops regular military drills with South Korea that it views as an invasion rehearsal.

A senior North Korean diplomat, meanwhile, flew to Finland on Sunday for a forum with former U.S. officials as well as American and South Korean civilian academics. The meeting, set for Tuesday and Wednesday, is a possible place to examine the North’s sincerity about its denuclearization pledges. North Korean officials and former U.S. officials and experts have often held such talks called “Track-2.”

 

한편, 한 북한 수석 외교관은 일요일 한미 민간인 학자들뿐만 아니라 전직 미국 당국자들과의 회의를 위해 일요일 핀란드로 갔다. 화요일과 수요일로 잡힌 그 회담은 비핵화 약속에 대한 북한의 진실 여부를 파악할 수 있는 가능한 곳이다. 북한 당국자들과 전 미국 당국자들 및 전문가들은 “Track-2"라고 불리는 그러한 회담을 종종 가졌다.
