CNN, '문 대통령' 월요일 고위급 대표단 북한 파견

CNN이 문재인 대통령이 대북특사를 월요일 평양에 파견한다는 소식을 전했다. 북한 방문 대표단에는 서훈 국가정보원장과 정의용 안보실장, 윤건영 국정상황실장 및 김상균 국가정보원 차장이 포함되어 있다고 했다.

10명으로 구성된 대북 특사단은 월요일 하루 동안 평양을 방문하고 귀국해 보고한 뒤, 북한과의 회담 결과를 조언하고 위해 미국을 방문할 것이라고 보도했다. 

이번 대북 특사단의 방북 목적은 남북한 관계와 북-미 대화를 위한 사전 조율일 것이라고 분석했다. 

대북 특사단 발표에 앞서 문재인 대통령은 트럼프 대통령과 전화통화를 해서 특사단의 방북을 결정을 알린 바가 있다. 북한과의 대화 노력은 한국과 미국 모두 가능성 있는 분위기다. 

그러나 백악관은 양국 대통령은 “북한과의 모든 대화는 완벽하고 검증 가능한 불가역적 비핵화라는 분명하고 변함없는 목표로 이루어져야 한다는 확고한 입장을 언급했다”고 양국 대통령의 통화에 대한 설명을 했다. 

한 가지 아쉬운 점은 그리다이언 클럽 만찬에서 행한 트럼프 대통령의 연설에서 트럼프 대통령은 통화와 대화 가능성에 대해 약간 조롱조의 어투로 언급했다는 점이다. 

"They called up a couple of days ago and said, 'We would like to talk,'" Trump said. "And I said, 'So would we, but you have to de-nuke. You have to de-nuke.' So let's see what happens. Let's see what happens."

 

트럼프 대통령은 "그들이 며칠 전에 전화를 걸어 '우리는 대화하고 싶다'”라고 말했다. "그리고 나는 말했다. '우리도 그래야겠지만, 당신은 비핵화를 해야 합니다. 비핵화를 해야 한다.’ 그러니 어떻게 될 지 지켜봅시다. 어떻게 될 지 지켜봅시다"라고 했다"고 말했다.

 

남북한 대화는 모두 자신의 결정에 의해 일어나고 있다고 보는 것인지 아니면 허풍인지 자기 과시욕인지는 알 수 없지만, 트럼프 대통령의 어조는 거슬린다.

Seoul (CNN) South Korean President Moon Jae-in is sending a high-level delegation Monday that includes his spy chief and top security adviser for talks in North Korea's capital of Pyongyang.

The 10-member group will focus on inter-Korean relations and establishing conditions for a US-North Korean dialogue on the denuclearization of the Korean Peninsula, South Korea's Blue House said in a statement.

 

서울(CNN) 한국 문재인 대통령은 월요일 북한의 수도 평양에서의 회담을 위해 국정원장과 안보보좌관을 포함한 고위급 대표단을 파견한다. 10명으로 구성된 대표단은 남북한 관계와 한반도 비핵화를 위한 북-미 대화 조성을 구축하는데 중점을 둘 것이라고 청와대는 발표했다.

 

National Security Chief Chung Eui-yong will lead the 10-member delegation, spokesman Yoon Young-chan said.

 

정의용 국가안보실장이 10명으로 구성된 대표단을 이끌 것이라고 윤영찬 대변인이 말했다.

 

The delegation includes national intelligence service chief, Suh Hoon; vice minister of unification, Chun Hae-sung; deputy director of the national intelligence service, Kim Sang-gyun; and deputy director of the Blue House, Yun Gyeong-young.

대표단에는 서훈 국가정보원장, 정해성 통일부 차관, 김상균 국가정보원 차장 및 윤경영(윤건영) 청와대 국정상황실장이 포함되어 있다.

 

The delegation will fly into Pyongyang on a special flight Monday afternoon, and stay for one night.

 

대표단은 월요일 오후 특별기를 이용해 평양으로 갈 것이며 하루를 머무를 것이다.

 

After returning to Seoul for a debriefing, the delegation will travel to the United States to advise on the outcome of their visit to Pyongyang, Yoon said.

 

보고를 위해 되돌아 온 후 대표단은 그들의 북한 방문 결과를 자문하기 위해 미국으로 간다.

 

Pyongyang tested a new missile on November 28 that flew higher and farther than any previous launch, and bragged afterward that its new Hwasong-15 could deliver nuclear warheads anywhere in the US.

 

북한은 11월 28일 이전의 어떤 발사보다도 더 높이 더 멀리 간 새로운 미사일을 실험했다. 이후 북한은 화성-15호는 미국의 어디든 핵탄두를 보낼 수 있다고 자랑했다.

 

CIA Director Mike Pompeo recently noted that North Korea could be just a few months away from achieving the goal of putting a warhead on a missile that could reach the US.

CIA 마이크 폼페오 국장은 최근에 북한은 미국에 도달할 수 있는 미사일에 탄두를 장착하는 목표에 이루는데 두 서너 달이면 가능할 것이라고 주목했다.

 

The US has said it would be willing to meet with North Korea but has always insisted that Pyongyang eventually abandon its nuclear weapons program as part of any talks.

 

미국은 북한과 대화할 용의가 있다고 언급해 왔지만 북한이 종국에는 모든 대화의 일환으로 핵무기 프로그램을 포기해야 한다고 늘 주장하고 있다.

 

Last Thursday, US President Donald Trump spoke with President Moon, according to a White House readout of the call. It stated that the two leaders "noted their firm position that any dialogue with North Korea must be conducted with the explicit and unwavering goal of complete, verifiable, and irreversible denuclearization."

 

지난 목요일 도널드 트럼프 미 대통령이 문재인 대통령과 통화를 했다. 양국 대통령은 “북한과의 모든 대화는 완벽하고 검증 가능한 불가역적 비핵화라는 분명하고 변함없는 목표로 이루어져야 한다는 확고한 입장을 언급했다”고 백악관이 양국 대통령의 통화에 대한 설명을 했다.

 

In a speech at the Gridiron Club Dinner on Saturday night, Trump said North Korea recently reached out about possible talks.

 

트럼프 대통령은 토요일 밤에 열린 그리다이언 클럽 만찬(Gridiron Club Dinner) 연설에서 북한이 최근에 가능성 있는 대화에 관한 모습을 취하고 있다고 언급했다.

 

"They called up a couple of days ago and said, 'We would like to talk,'" Trump said. "And I said, 'So would we, but you have to de-nuke. You have to de-nuke.' So let's see what happens. Let's see what happens."
