After months of stalemate, diplomatic efforts to resolve the North Korean nuclear crisis are quickening, thanks largely to the South Korean president, Moon Jae-in.

 

수 개월간의 교착상태 후 북한 핵 위기를 해결하려는 외교적 노력이 주로 한국 문재인 대통령 덕분에 빨라지고 있다.

 

His three-day visit to Pyongyang last week included his third summit meeting with North Korean leader Kim Jong-un and set the stage for talks on Monday with President Trump at the United Nations General Assembly in New York.

 

지난 주 3일 간의 평양 방문은 김정은 국무 위원장과의 3번째 정상회담을 포함해 뉴욕에서의 유엔총회에서의 트럼프 대통령과의 월요일 회담을 위한 장을 마련했다.

 

On Thursday, Mr. Moon made clear what he would like to come out of the meeting with Mr. Trump — a commitment by the United States to declare an end to the Korean War as an incentive for North Korea to abandon its nuclear weapons.

 

목요일 문 대통령은 자신이 트럼프 대통령과의 회담에서 무엇을 이끌어내고자 하는지 분명히 했다. 그것은 북한이 핵무기를 포기하는 대가로 미국이 한국전쟁 종식을 선언하게 하는 약속이었다.

 

Ending the formal state of war 65 years after the fighting ceased should not be that difficult, even if the ultimate goal — ridding the world of the threat from North Korea’s nuclear arsenal — remains elusive.

 

전투가 중단된 후 65년 간의 전쟁 상태를 종식시키기는 것은 전세계를 북한의 핵무기로부터의 위협에서 벗어나게 하는 궁극적인 목적이 불분명해진다 해도 그렇게 어려운 것이 아니다.

 

But the Trump administration still seems confused about its strategy, caught between a president who, eager for a deal, said that the Moon-Kim summit had made “tremendous progress,” and hard-line advisers who doubt any deal with the North is possible.

 

그러나 트럼프 행정부는 여전히 문재인-김정은 정상회담을 엄청난 진전이라고 언급하며 간절히 바라는 대통령과 북한과의 모든 협상은 의심이 간다는 강경노선의 보좌관들 사이에 막혀 전략상 혼선을 빚는 것 같다.

 

Mr. Moon, who won the presidency last year on a promise to pursue peace with the North, has been determined to try. Rather than playing a back-seat role to America and the North, he has worked to nudge Mr. Trump and Mr. Kim toward engagement.

 

북한과의 평화를 추구하겠다고 공약을 내세워 지난 해 대통령이 된 문재인 대통령은 계속 대북 평화를 위해 노력하고자 마음먹었다. 미국과 북한의 뒷자리 역할이 아니라 문 대통령은 대북포용정책을 향해 트럼프 대통령과 김정은 위원장을 밀고 당기는 일을 해왔다.

 

Mr. Moon’s dreams of reconciling the rival Koreas, split since the Korean War ended in a 1953 armistice, are deeply personal.

 

1953년 한국전쟁이 휴전협정으로 끝난 이후 사라진 남북한 화해에 대한 문 대통령의 꿈은 매우개인적이다.

 

He was born in a refugee camp to parents who fled the North during the war. A human rights lawyer in the years of South Korea’s military dictatorship, he was chief of staff to President Roh Moo-hyun during the last round of Korean summitry in 2007.

 

문 대통령은 한국 전쟁 기간 북한을 탈출한 부모로부터 피난민 수용소에서 태어났다. 한국의 군부 독재시절 수년 간의 인권변호사였던 문 대통령은 2007년 마지막 남북한 정상회담 기간 노무현 대통령의 비서실장이었다.

 

Mr. Moon and Mr. Kim appear committed to seeing how far they can go toward reconciling their two countries. One sign was Mr. Moon’s address— the first ever in Pyongyang by a South Korean leader — promising a new era of peace and a “future of common prosperity” to a stadium filled with 150,000 cheering North Koreans. Another was Mr. Kim’s pledge to make a reciprocal visit to Seoul.

 

문 대통령과 김 위원장은 남북한 화해의 길로 얼마나 나아갈 수 있는지 알려고 많은 노력을 하고 있는 것으로 보인다. 한 가지 징후는 15만 명의 북한 인민들이 환호하며 가득 메운 경기장에서 새로운 평화의 시대와 공동 번영의 미래를 약속한 한국 지도자의 첫 평양에서의 문 대통령의 연설이었다. 또 하나는 서울을 답방하겠다는 김정은 위원장의 약속이었다.

 

Some American experts fear ties between the two Koreas are deepening too rapidly and will undermine the alliance between South Korea and the United States, which has 28,000 troops in the country.

 

일부 미국 전문가들은 남북한 간의 협력 관계가 너무 급속히 깊어지고 있다고 우려하고 있으며 한국에 28,000명이 주군하고 있는 한미 간의 동맹을 약화시킬 수 있다고 우려하고 있다.

The decline in tensions on the peninsula is already making it harder for Mr. Trump to maintain the sanctions he says are crucial to forcing North Korea to abandon its nuclear capability.

 

한반도에서의 긴장완화는 이미 트럼프 대통령이 그가 말하듯 북한이 북한의 핵 능력을 포기하도록 하는 데 중요하다고 말한 제재조치를 유지하는 것을 점점 더 어렵게 만들고 있다.

 

An end-of-war declaration is not the same as a peace treaty, which would presumably go into effect only after North Korea denuclearizes.

Without Mr. Moon’s peacemaking skills, Mr. Trump and Mr. Kim might still be threatening war against each other, as they did last year. But that’s no reason for complacency. North Korea retains an estimated 20 to 60 nuclear weapons and the facilities to produce more.

 

문 대통령의 중재 노력이 없다면 트럼프 대통령과 김정은 위원장은 작년에 두 사람이 했듯이 아직까지도 상대에 대해 전쟁 위협을 하고 있을지도 모른다. 그러나 그것이 안주하고 있을 이유는 아니다. 북한은 20개에서 60개로 추정되는 핵무기와 더 많은 핵무기를 생산할 수 있는 시설을 확보하고 있다.

 

In his discussions with Mr. Moon, Mr. Kim did move the ball forward by agreeing on concrete steps that would help fulfill his denuclearization pledge. They include permanently dismantling his country’s main nuclear site at Yongbyon and allowing international inspections.

 

문 대통령과의 회담에서 김 위원장은 자신의 비핵화 확약을 이행하는데 도움을 줄 수 있는 구체적인 단계에 합의함으로써 진전을 보였다. 구체적인 단계에는 영변에 있는 북한의 핵 시설을 해체하고 국제사찰을 수락하는 것을 포함하고 있다.

 

None of those steps come close to meeting the administration’s demands, now apparently modified, that North Korea surrender all its nuclear capability and then negotiate. But they do provide a promising basis for a new round of talks.

 

이러한 조치들 중 어느 것도, 현재 분명히 수정된, 북한이 모든 핵 능력을 포기하고 협상하라는 트럼프 행정부의 요구를 충족시키기에 가장 근접하고 있다. 그러나 그러한 북한의 조치들은 새로운 회담을 위한 아주 괜찮은 기반을 제공한다.
